I STOPPED MY VM AND CANNOT MAKE IT START AGAIN.

Since version 0.16, every resource you have created, including Virtual Machines, floating IPs and Pithos containers, is also assigned to a project, which takes care of controlling your quotas. Your system project contains the default resource quotas you have been granted by the system. All your resources have been assigned to your system project. This means that you may have ended up over limit if you have made use of additional quotas granted by some other projects. To fix your quotas, you need to assign some of your resources to other projects you are a member in. To reassign a Virtual Machine, go to the machines view and click on [System project] below the machine name.

You can find detailed instructions on how to reassign your VM to another project in Cyclades guide.

In a similar way you can reassign your floating IPs, disks and private networks.
